Welcome to your Buchanan County Litter Enforcement and Recycling Office website.

The Buchanan County Litter Enforcement and Recycling Control Office has numerous programs and projects targeted for litter prevention and recycling.  Some of the innovative programs include: Assign-A-Highway, Illegal dump cleanups, deployment of Surveillance Cameras, Litter Enforcement, Stream Cleanups, Tri-County  Regional Programs, Outreach to schools, businesses and civic groups, County wide Spring cleanup, Electronics Recycling Drop off site, Household Hazardous Waste Collection and Clean Your Files Day.

Recycling in Buchanan County!!!
Are you a citizen interested in recycling Paper, Newspapers, Plastic, Cardboard and Electronics?  Citizen of Buchanan County can recycle their materials at the Buchanan County Recycling Drop off sites located at the Grundy Shopping Plaza in Grundy, VA or the Buchanan County Solid Waste Transfer Station in Keen Mountain, VA.

Materials only accepted at the Grundy Shopping Plaza location include;

Paper-notebook paper, office paper, newspaper and magazines.
Plastics-#1, #2, #3 plastics (see number on bottom of bottles) and plastic bags (grocery bags, shopping bags and white trash bags).
Cardboard-Items such as ceral boxes, popcorn boxes, detergent boxes.

Electronics or E-Waste Materials are only accepted at the Buchanan County Solid Waste Transfer Station location they include;

Computers, Monitors, Key boards, Mouse, Fax machines, Printers, Copiers, Gaming machines, Stereos, Video machines, Telephones, Cell phones, Scanners, and almost anything with a electrical cord.  To determine if your E-Waste can be accepted contact either the Litter Enforcement and Recycling Office at 276-935-4574 or the Buchanan County Solid Waste Transfer Station at 276-498-4403.

*****Citizens are required to separate their materials and place their recyclables into the appropriate recycling container at the recycling trailers.  Materials that are not separated and placed into the appropriate container will be considered contaimanted and disposed of into the trash.  Responsible recycling is everyones job-help us recycle in a responsible manner.*****



Did You Know!  
The Buchanan County Litter and Recycling office has a model Litter Ordinance!  This new litter control tool will aid our department with stopping those who choose to litter our beautiful county-they are better known as Litter Bugs!  Recently the litter officers won a landmark case using the civil damages componet of the litter ordinance-a $700 decision was placed on a litter bug!!  This is the first of this type of suite against a litter bug in Buchanan County history. Buchanan County is the second county in Southwest Virginia to use the Civil Suite, with Wise County being the first.  Currently our neighbors in Dickenson County adopted the Civil Suite and have cases pending.  

How is this different from taking someone to criminal court? In Criminal Court, the litter officer has to prove without a shadow of a doubt that the person or persons place the materials in the littered area or dump.  In Civil Court, the defendant has to prove they didn't throw or discard the materials found at a dump.  

We at the Litter and Recycling office will be using this tool more as the days go by, we currently have 15 cases pending hearings by a Judge. Under the civil suite, those found guilty can be fined up to $5,000 plus court cost. Penities levied in these cases will go back to our office to purchase additional litter control tools, such as Groundhog "Survalliance" Cameras, educational materials, etc.  If you know of someone who has illegally dump trash, furniture, household appliances, woody debris or any materials considered trash over our hillsides or beside our roadways please don't hesitate to call the Buchanan Couny Litter and Recycling Office at 276-935-6106.
